The Electronics Testing Center,Taiwan currently handles the following activities:

  1. To assist manufacturers of electronic components with applications for participation in the IECQ system by providing evaluation and product inspection activities under the auspices of the NAI & NSI(UL) of the United States.
  2. The Center is entrusted to carry out the Product sampling, and in house inspection of imported products. by the Bureau of Standards, Metrology and Inspection, Ministry of Economic Affairs.
  3. To be entrusted by Industrial Development Bureau (MOEA) in providing the training of in QC and inspection technique.
  4. The Center is entrusted by the Medium and Small Business Administration (MOEA) to provide guidance for electronics manufacturers in their establishment of technical management.
  5. To undertake entrusted inspection and certification of electronic products as requisitioned by manufacturers, associations, institutes and domestic & foreign buyers.
  6. To provide technical training service and hold seminars. To promote the development of quality control and inspection expertise within the electronics industry.
  7. To assist the Bureau of Standards, Metrology and Inspection (MOEA) in the drawing up of national standards for electronic products.
  8. To promote the level of inspection expertise through the assimilation of such information with overseas inspection associations.
  9. To be entrusted by the Bureau of Standards. Metrology and Inspection (MOEA) in providing assessment of ISO 9000 and ISO 14000 system.
  10. To assist manufacturers with product R & D and production capabilities. To provide business computerized and manufacturing automation.
  11. To provide services in EMC testing, revision of product alteration to meet relevant EMC standards and certification applying.
  12. To provide services in safety and revision of product alteration  to meet relevant safety standards and certification applying.
  13. To provide service in telecommunications testing and revision of product alteration to meet relevant telecommunications standards and certification applying.
  14. To provide a calibration service for measurement instruments, equipment and standards.
  15. To provide information and briefing services with respect to assimilated international standards and related specifications.
  16. To provide environment & reliability testing service for electronic products.
  17. To provide the consultant of ISO 9000,ISO 14000,QS-9000, TL 9000 system for the manufacturers.

The Electronics Testing Center, Taiwan (ETC) was formerly the Electronic Inspection and Services Group under the Electronics Research and Service Organization of the Industrial Technology Research Institute. In 1983, under the auspices of the Ministry of Economic Affairs and the Taiwan Electric Appliance Manufacturers' Association (i.e. the present Taiwan Electrical and Electronic Manufacturers' Association) the ETC was established as a specialized and equitable inspection/testing and consultation institute. Its mission is to provide inspection and certification services, develop quality control and inspection techniques, increase the product quality, promote progress and prosperity of the industry, and seek to serve the local business community.

The primary work of the ETC is to carry out the inspection of electronic products required by the Ministry of Economic Affairs, provide product specification testing for the electronic industry and assist electronic components companies to participate in the International Electrotechnical Commission's quality assessment system for electronic components. For many years the ETC has been involved in the research and development of inspection/testing techniques. In addition to specification testing, the ETC provides testing for overall product safety, electromagnetic compatibility, environmental reliability and communications regulations, and offers technical consultation. The product types range from electronic components and finished products to electrical appliances, communications and information technology products, medical equipment and industrial electronic products.

Having conducted research and development of inspection/testing techniques, the ETC has also achieved the capability for calibrating instruments. ETC provides the industry with calibration services for inspection/testing instruments, and is gradually moving toward various specialized fields, such as environmental protection, industrial hygiene and safety, and evaluation and consultation for patent technology. In terms of consultation for establishing control system, the ETC's services range from quality control to environmental management, business management, and providing training of specialists in several fields.

With increasing demand for certification of products and various management systems internationally, the ETC has aggressively sought international cooperation, and established certification processes through certification bodies in many countries. In the future, the ETC shall meet industry's demand and continue its development in the various fields in pursuit of greater achievements, and become a technical powerhouse of the industry.

 

As the electronics industry thrivingly develops, the needs grow stronger gradually for international quality certification based on ISO 9000 and products evaluations. As a result, the Center plays a vital role in the field. The ETC has set up systems to assist manufacturers to achieve  certificates for ISO 9000 quality assurance system and ISO 14000 environmental management system and OHSAS 18000 safety-Heath management system. Moreover, EMI/EMS testing, telecommunication terminal equipment testing, product safety testing, medical instruments testing, component's environmental reliability testing and calibration of measurement instruments all account for the main services the ETC provides for the publics. It constantly introduces the most advanced QC inspection expertise through cooperation with famous international inspection associations.

The Twenty-first Century will be a certification era. The Center itself is proudly registered as an ISO 9001 association. Besides, it has been recognized as an independent test laboratory by IECQ and an EN-45001. laboratory, meeting the European General Criteria for the Operation of Testing Laboratories. It is also granted a calibrating laboratory by CNLA in the ROC, and a safety, communication and EMC laboratory by United kingdom SGS, German TUV, USA FCC, Japan VCCI. Finland FIMKO, and Norway NEMKO. The recognition from associations above affirms the best services no other but the Center is capable to offer in the country. This enables ETC to help the industries more effectively with quality assurance system and product certification.

In conclusion, under the guidance and support of government departments, the employees' hard work contributes to ETC's achievement today. The industry's cooperation and encouragement are of course crucial, too. Finally, the Center expects to keep pace with the world famous inspection organizations soon, and is confident in becoming an international guidance¡Bproduct testing association and certification bodies in the near future.
